Main assignments:

1. Carry out the duties of the Senior Engineer (Section Head) of the Project Engineering Section and the Technical Support Services Group and co-ordinate the work of assigned professionals;

2. Advise on and assist with the preparation of an overall work programme covering the rehabilitation of designated airports and essential facilities in Somalia;

3. Carry out inspections of airports to assess existing capacity limitations, develop work plans to ascertain priorities, timing, duration and methodology for the improvement of aircraft manoeuvring areas and airport facilities;

4. Advise on and assist with the preparation of budgetary estimates for essential, safety related repair and maintenance work and for the installation of required equipment;

5. Participate in project budget revisions and in the preparation of papers for potential donor and aid organizations;

6. Review and comment on technical proposals received from contractors and consultants regarding construction, repairs, installation of equipment and for general improvement of designated airports;

7. Inspect and certify work performed by contractors for the purpose of progress payments and release of applicable hold-backs;

8. Advise on and assist with the preparation of an overall maintenance programme and prepare guidelines for the strengthening of airport maintenance and inspection and other support facilities;

9. Co-ordinate the development of a manual of technical standards and specifications for the maintenance of Aerodrome facilities;

10. Advise on the preparation of manpower and equipment requirements for the operation and maintenance of the airport;

11. Assist with the selection and training of technical personnel, including fellowship training;

12. Provide and/or co-ordinate on-the-job training of assigned counterparts in the field of airport construction, facility installation and maintenance;

13. Perform other related duties as may be required.

This assignment involved the organization and management of ground installations at the Kigali International airport and 5 other aerodromes within the country.

Worked as a construction works supervisor and designer in the Ministry of National Education of Rwanda where, in-charge of schools construction in a project financed by IDA (World Bank). More than 500 buildings were constructed.
